and it is evident from a survey of local conditions that some provision will in course of time be required, even if the need does not now exist in a pressing form, whereby in order to obtain reasonably quick despatch coasting steamers may discharge their local cargoes alongside wharves with proper godown
accommodation.
Looking to the lighter traffic, the case is
more urgent.

In all the length of quay between Central Market and the West Foint Godowns, the cargo storage accommodation is either on the ground floor of tall buildings used in their upper storeys as dwellings, or in godowns hemmed closely in by dwelling-houses.
This is an undesirable state of things from many points
of view; and the avoidance of fire-risk alone would
justify considerable outlay in the provision of a more
suitable site.
5. Looking to the future, again, with the present
trend of labour oonditions it is evident that mechanical
appliances for all kinds of cargo-handling will become
more and more desirable; and there is no possibility of
installing these on such a site as the West Quay. In
the writer's experience, even greater advantage may be
obtained by providing cranes, etc. for handling cargo to
and from lighters than when dealing with ships which have
efficient gear of their own; and, in the case of such
homogeneous cargo as flour and rice, some form of
mechanical transport ashore is found to save time and
money even when the cheapest and best oriental labour
is available. Some degree of independence of labour is
also obtained, which is not without its advantages.
